NICOSIA, Cyprus (AP) -- Cyprus' president has warned the country's international creditors that its largest bank's cash reserves are running dangerously low, a problem that could undermine the country's 23 billion euro ($30.8 billion) financial rescue package.
In a letter obtained by the Associated Press Wednesday, Nicos Anastasiades told the heads of the European Commission, the European Central bank and the International Monetary Fund -- collectively known as the troika -- that the Bank of Cyprus is facing a cash crunch.
This liquidity shortage arose because, under the terms of the country's bailout, Bank of Cyprus was forced to shoulder billions in debt when it merged with parts of the now defunct Laiki, the country's second largest lender. The debt, amounting to �� billion ($12 billion) euro, is ECB emergency funding that Laiki had racked up.
To keep its government going and the country's financial sector from imploding, Cyprus in March negotiated a 23 billion euro ($30 billion) financial rescue package with its euro partners and the International Monetary Fund. In order to receive a 10 billion euro ($13 billion) bailout loan, Cyprus had to raise the remaining 13 billion euros ($17 billion). It did so by splitting up Laiki and imposing heavy losses on depositors with over 100,000 euros sitting in Cyprus' two largest banks.

Contango can also affect a company like LINN Energy (NASDAQ: LINE ) which seeks to hedge all of its production for the long term. A good example of this can be seen last year when LINN Energy�bought the Jonah Field from BP (NYSE: BP ) . Upon closing the deal, LINN hedged 100% of the expected oil and natural gas production through 2017. If the market were in contango at the time it could have had an impact on the future profits LINN expects to produce from that asset. It would mean that production sold just after closing would have netted a higher sale price than oil and gas that won't be produced until 2017. That's one reason why LINN had been using puts to hedge its production; it wanted to keep some of that upside.

But the rising tide of US production at these price levels is also going to call into question the investment logic of even higher cost sources, such as Brazil's deep-water pre-salt reserves in the South Atlantic. If the US oil export ban falls—and I'm pretty sure it will—oil producers in high cost and infrastructure challenged regions—the Russia off-shore Arctic and some of the undeveloped reserves in Siberia—could well find it very difficult to raise the necessary—and huge—amounts of investment capital they'll need. I think we're already seeing evidence that the more hard nosed number crunchers in the oil industry—such as Norway's Statoil ((STO) in New York and (STL:NO) in Oslo) are already rethinking investments in high cost projects, such as Mozambique and the Trans-Anatolian Natural Gas Pipeline, that would bring natural gas from the Caspian Sea to Europe. Statoil and Total (TOT) recently decided not to exercise options to acquire 12% and 5% of the pipeline, respectively. Projected construction costs have climbed to $12 billion from $7.5 billion. Much of the reason for Statoil's weakness over the past year comes from a simple fact of geography. Investors have been extremely nervous about instability in the eurozone, and even though oil giants including France's Total (NYSE: TOT ) , Italy's Eni (NYSE: E ) , and Norway's Statoil all own energy properties located around the world, their shares have nevertheless traded as though they were overly exposed to their home markets. Moreover, Norway is among the most stable of Europe's national economies, making the cheap valuations even more ridiculous.
